Operation Blue Angel is a voluntary program designed to assist Frenchtown residents who are at risk of a medical or life-threatening emergency and may be home alone, unable to get to the front door to open it for help. The program allows police, fire, and emergency medical services to gain entry into the home during a medical emergency without delays or causing expensive damage.

Participants in the program are provided with a free, secured lock box that is affixed near the front entrance of their home. A key to the resident’s home is securely stored inside the lock box, and the confidential access code is placed on file with the Frenchtown Police Department. In the event of an emergency, a police officer will access the code and use the key to accompany medical personnel into the home.

To be eligible for Operation Blue Angel, Frenchtown residents must be 55 years or older or have a medical condition that could lead to incapacitation, live alone or alone for extended periods regularly, complete the required application and liability waiver forms, and designate an emergency contact person.

The lock box access code will only be available to first responder personnel and will not be transmitted over the airwaves to prevent unauthorized access. The lock box remains the property of the Frenchtown Police Department and must be returned if the participant moves, relocates, or otherwise leaves the program.

If you would like to apply, please complete the application and waiver form. Hard copies are also available for pickup at police headquarters.

Please note that the waiver form must be notarized. This can be completed by the Municipal Clerk at Borough Hall.

The Hunterdon County Police Chiefs Association has developed a Blue Envelope Program, modeled on a program first developed and distributed in the State of Connecticut. The purpose of the Blue Envelope is to improve the interaction between a driver with ASD and a Police Officer on a traffic stop.

The primary goal of the Blue Envelope is to assist drivers with ASD with document organization and to help them understand what to do on a motor vehicle stop. Secondly, the Blue Envelope provides Police Officers with the means to quickly identify an operator of a motor vehicle who has ASD and helps guide Police Officers with the interaction.
